Yes it is. As far as I know, you can exchange it from anywhere in the world. You not need any permission from the Reserve Bank of India to trade currencies, unless you want to do so by negotiation rather than the bank (if this is even possible). If you select online broker, you simply deposit money into your account online with your credit card or Paypal and make negotiation. You can also withdraw your money through Paypal.
